Resolution to Ban Hydraulic Fracturing

WHEREAS, hydraulic fracturing, commonly referred to as “fracking”, is a drilling technique developed by Halliburton, Inc. which is used to extract gas or oil from shale or other dense rock formations by drilling vertically and horizontally deep under the earth’s surface and injecting a mixture of water, sand and chemicals into wells at high pressure to fracture these formations and release the gas or oil and it is currently exempt from federal regulation under an exception in The Safe Drinking Water Act and is not subject to regulation by California; and

WHEREAS, fracking uses large amounts of water exacerbating water shortages and reducing its availability for agriculture and other public use; uses large amounts of chemicals which contaminate the water supply and the environment and can cause cancer; creates wastewater which bring deep-earth contaminants to the surface; releases methane gas into the air which exacerbates climate change and pollutes the air with asthma-causing smog; and the fracturing of the rock formations may cause earthquakes; and

WHEREAS, due to the lack of regulation, which is another example of industry lobbyists pressuring our elected officials and governments to put corporate interests over the public good, regulators consider the specific technique and chemicals to be secret corporate property, do not test them and do not know the locations of all the wells.

THEREFORE BE IT RESOLVED, that the Los Angeles County Democratic Party supports a complete and immediate ban on fracking, substitution of renewable energy as soon as practical, disclosure of previous, current and any future fracking locations and that all sites be tested and evaluated for any detrimental effects on the air, water, environment, for effects on climate change and for any potential health risks; and

THEREFORE BE IT FURTHER RESOLVED, that the Los Angeles County Democratic Party calls on President Obama, Governor Brown, Lt. Governor Newsom, Senator Feinstein, Senator Boxer, all Democratic California members of the House of Representatives and all Democratic members of the California State Senate and California State Assembly to take all executive, administrative, regulatory and legislative actions to ban this technique, to substitute renewable energy, to obtain the disclosure and to implement the testing and evaluation.
