Resolution Asking the City of Cerritos to Rescind Action
Whereas, the City of Cerritos and AFSCME Local 619 have been negotiating a contract since the Spring of 2010 for fiscal year 2010-2011, and in the Fall of 2010, the City of Cerritos declared an impasse to contract negotiations, despite repeated attempts by AFSCME 619 to continue good faith negotiations;
Whereas, On Thursday, April 28, 2011, The City Council of Cerritos unilaterally did implement terms of its last, best and final offer for fiscal year 2010-2011 with AFSCME Local 619 thus ending current labor contract negotiations by a vote of 3-2 (Council member Barrows, Mayor Chen and Mayor Pro Tem Edwards for; Council members Cho and Pulido oppose);
Whereas, despite the appearance of Congresswoman Linda Sanchez at that meeting to ask the Cerritos City Council to vote to reject the motion and finish the negotiations, and an offer from her to use the services of her office to expedite a quick resolution of agreement, the Cerritos City Council voted instead to unilaterally implement their last, best and final offer; and in addition, at the May 9, 2011 City Council Meeting the Cerritos City Council directed the City Manager to conduct a study on contracting out the entire city workforce (Barrows, Chen and Edwards for; Cho and Pulido oppose);
Therefore be it resolved, that the Los Angeles County Democratic Party supports City of Cerritos workers and AFSCME Local 619 in its effort to maintain fair wages and benefits for city employees;
Be it further resolved, that the Los Angeles County Democratic Party commend Cerritos City Council members Joseph Cho and Mark Pulido for their attempt to bring the City of Cerritos back to the negotiating table with AFSCME Local 619, and denounces the actions of the other three Cerritos City Council Members (Council Member Barrows, Mayor Chen and Mayor Pro Tem Edwards) that failed to recognize the American tradition of collective bargaining; and that the Los Angeles County Democratic Party send a copy of this resolution to Congresswoman Linda Sanchez (39th Congressional District), Assemblymember Tony Mendoza (Assembly District 56) and State Senator Alan Lowenthal (Senate District 27).
