Resolution Encouraging True State Health Care Insurance Rate Regulation

WHEREAS, insurance companies have been required by an initiative passed by the people of California to get prior approval of from the California Insurance Commissioner for rate increases for automobile, home and property casualty insurance and California and the people of California have all benefited from this proposition; and

WHEREAS, unregulated health insurance rates in California have soared without adequate explanation during a severe recession to the point that many Californians can no longer afford coverage; and

WHEREAS, efforts to pass legislation to give the publicly elected insurance commissioner the power to review and alter proposed health insurance rates have continually failed in the California State Senate in the last four years, often without a vote.

THEREFORE BE IT RESOLVED THAT, the Los Angeles County Democratic Party support an initiative that would give the Insurance Commissioner the power to approve, alter or reject health insurance increases that are excessive, unjustified or unreasonable, and

THEREFORE BE IT FURTHER RESOLVED THAT, the Los Angeles County Democratic Party send a copy of this resolution to the California Democratic Party, the Democratic members of the California Legislation and to the Honorable Dave Jones the California Insurance Commissioner.
